Sentinel staff report–
The Citrus Heights City Council will meet Thursday to consider authorizing $150,000 to go towards a park playground expansion project, as well as hold several public hearings and vote on a proposed contract to begin construction on a 2.9-mile trail.
Following a closed-session at 5:30 p.m., the council’s regular meeting will begin at the earlier time of 6 p.m., which was a change approved by the council in June in an effort to make the meetings more convenient for community members to attend. Below is a summary of what’s on the Aug. 11, 2022, agenda.
Property negotiations. Continued discussion in a closed-session meeting will be held at 5:30 p.m. regarding property negotiations for a senior apartment complex at 7501 Sunrise Blvd. The item description says “price and terms of payment” will be under negotiation. Sunday Funday. A presentation will be made regarding the return of Sunday Funday to Rusch Park next month.
Building electrification. The council will consider approval of a memorandum of understanding between the City of Citrus Heights and the City of Sacramento and County of Sacramento and SMUD to aid with information sharing and collaboration to help reduce carbon emissions through new building and retrofit electrification projects. No cost to the city is involved in the proposal.
Construction contract amendment. The council will consider approving an increase of $11,222.65 to a contract with Coastland Civil Engineering, after a staff report says “unforeseen conditions were discovered” that resulted in extra work days for the contractor while performing work on the Mariposa Avenue Safe Routes to School, Phase 4 Project. The original contract for construction management was just under $292,000 and will rise to $303,000.
$150k Playground expansion. The council will consider approving a staff recommendation to allocated $150,000 to go towards a playground expansion project at C-Bar-C Park. Funds would come from the city’s Park Facilities Impact Fee fund. The fund has $225,000 in it currently, which is sustained by fees imposed on new development projects.
Public Hearing. A public hearing will be held regarding proposed amendments to the city’s zoning code, related to affordable housing incentives. A staff report says the changes proposed seek to bring the city’s code into alignment with changes made by the state legislature to the Density Bonus Law, which gives housing developers incentives to help bring more affordable and senior housing. Changes include prohibition on imposing certain fees on affordable units in a density bonus housing development, and allowing more lax parking requirements.
Public Hearing. The council will hold a public hearing regarding a request from a homeowner in the Roseville Pointe subdivision for the city to abandon a 25-foot setback in his backyard, which prevents homeowners in the subdivision from fully utilizing their back yards. The request affects a total of 30 parcels in the far northwestern border area of Citrus Heights, near Roseville Road.
Trail project. The council will consider a staff recommendation to move forward with plans for a 2.9-mile trail. The council is being asked to approve total funding of $10.4 million for the project’s various components, including an $8.4 million bid from Central Valley Engineering & Asphalt and a 10% contingency of $846,600, as well as other related costs.
