The Civic Minute: what’s happening at Citrus Heights City Hall?

Citrus Heights council members will meet Thursday evening to hold several public hearings and consider taking action related to development on Sayonara Drive and opposing “inadequately funded state mandates.”

The council meeting is slated to begin at 7 p.m., at City Hall. A summary of what’s on the 265-page agenda packet for the March 24 council meeting is included below.

Proclamations. The council meeting is slated to begin with a proclamation recognizing the San Juan High School Boys Varsity basketball team, followed by a proclamation recognizing March as Women’s History Month.

Sayonara Drive. The council will consider declaring 12 vacant, city-owned lots on Sayonara Drive as “surplus properties.” The action is needed before the city can sell the lots. A proposal to partner with Habitat for Humanity to build 12 to 24 housing units is being considered currently. State Mandates. The City Council will consider approving a formal resolution declaring opposition to “inadequately funded state mandates.” For more, see story: Citrus Heights council to consider formal opposition to state mandates

Military Equipment. The council will consider adopting a new policy authorizing the use of “military equipment” by the Police Department. In a staff report, police say the term “military equipment”, as defined in newly passed legislation (AB 481), does not necessarily indicate equipment that has been used by the military.

Debt Payoff. Council members will consider a recommendation from the city’s top finance director to approve paying off the city’s $3.5 million balance on its line of credit, for a savings of about $110,000 in avoided interest over the next two years.

Public Hearings:

  • Redistricting. A final public hearing will be held on the city’s plan to re-approve the existing district map for the city’s five council district.
  • Block Grant. The council will hold a public hearing to review the city’s Consolidated Annual Performance Evaluation Report prior to it being submitted to the U.S. Department of Housing and Urban Development.
  • Short-Term Rentals. The council will hold a public hearing prior to voting on a proposed ordinance that would require licensing of properties that are rented out for a period of 30 days or less, along with additional regulations on such rentals.
