The Civic Minute: What’s happening at Citrus Heights City Hall?

Citrus Heights council members will meet Thursday at 6 p.m. to hold several public hearings, vote on a proposal related to Sunrise Mall and conclude with a closed-session meeting to discuss “price and terms of payment” for a senior apartment building on Sunrise Boulevard.

The meeting will be held on July 28 at the new, earlier time of 6 p.m., which was a change approved by the council last month in an effort to make the meetings more convenient for community members to attend. Below is a summary of what’s on the agenda.

$35k Funding. The council will consider a staff recommendation to approve $35,124 from the city’s Economic Development Support Fund to go towards a one-year sponsorship of the Greater Sacramento Economic Council, which is a regional economic development organization the city has been a member of since 2015. A staff report says the sponsorship would provide the city with access to research staff and databases, valued at $500,000, among other benefits.

Mall Redevelopment Financing. The council will consider a staff recommendation to authorize the city manager to seek bids for conducting a study of advantages and disadvantages of various public financing options to construct needed infrastructure related to the city’s Sunrise Tomorrow plan, which guides redevelopment of Sunrise Mall. A staff report says infrastructure like water, sewer, storm drains, power and utilities are already present along Greenback Lane and Sunrise Boulevard, but the 100-acre site “still requires project specific infrastructure and an associated funding plan to facilitate eventual infill redevelopment.”

Public Hearings. The council will hold several public hearings related to fees for various lighting and maintenance assessment district’s in the city. Assessment districts are areas with special fees tacked on to property taxes for certain parcels in the city to cover specific maintenance of areas associated with those parcels. Some of the districts have negative budgets, lacking funds to pay for maintenance.

School Safety. The meeting will conclude with a presentation from the Police Department related to school safety. No further details are included in the agenda packet.

Closed session. A closed-session meeting will be held following the regular council meeting regarding property negotiations for a senior apartment complex at 7501 Sunrise Blvd.

The item description says “price and terms of payment” will be under negotiation. Involved parties in the negotiations are listed as the city manager and city attorney, along with the Auburn Oaks Center, LLC, and the Low Income Family Enrichment Corporation. Due to the item being a closed-session topic, no further information is included in the council’s agenda packet.
