The Citrus Heights City Council on July 9 will meet for both a special and regular City Council meeting. During the regular City Council meeting, council will discuss landscape maintenance assessments, and the city’s response to the Sacramento Grand Jury Report released last month entitled “No Equal Justice for Victims of Elder Financial Abuse.” The City Council will meet Wednesday, July 9 at 6 p.m. at Citrus Heights City Hall.
Stormwater funds: The City Council will be asked Wednesday to approve the expenditure of Stormwater Funds for the City of Citrus Heights’ shared cost of joint implemented municipal separate storm sewer system requirements with the Sacramento Stormwater Quality Partnership.
The Partnership oversees and manages implementation
of regional stormwater related activities including monitoring target pollutant programs, regional public outreach, regional commercial and industrial program, new development, and program management.
Citrus Heights is one of seven agencies grouped
together in Sacramento County and shares the same requirements in the permit as all partnership agencies.
In 2012, the city entered into an MOU with the SSQP regarding administrative responsibilities and cost apportionment. Based on the relative population, Citrus Heights apportionment is currently 5.9 percent or $74,842.
This item is part of the consent calendar, which are items voted on together as a block, unless pulled by city council members for discussion. A separate vote is taken if an item is pulled.
Public Hearings: The City Council will hold public hearings for Landscape Maintenance assessments in districts 97-01, 98-01, 98-02, and 03-01, as announced during the prior City Council meeting.
An engineer’s report has been prepared for the proposed assessments and is available for review by the public in the city clerk’s office. Residents can also view the reports here.
The city is also holding a public hearing for the Citrus Heights Lighting Assessment District. The budget and engineer’s report can be found here.
Public comment will be allowed, and the Council will consider a resolution to adopt and levy assessments for landscape maintenance districts and the city’s lighting district. Notice of public hearings were mailed and published in accordance with state code.
Response to Grand Jury Report: The City Council on Wednesday will be asked to approve the draft of a letter written by the city in response to a Sacramento Grand Jury Report entitled “No Equal Justice for Victims of Elder Financial Abuse.” The grand jury report can be read here, and the city’s drafted response can be read here.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, July 9, at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting. City Hall is located at 6360 Fountain Square Drive.
