The Citrus Heights City Council is expected to hold both a special and regular city council meeting this Wednesday with an agenda that includes media training, two proclamations, updates from the Economic Development and Community Engagement department, and requests to amend parking violation fines. The next Citrus Heights City Council meeting is scheduled for Wednesday, Sept. 24 at 6 p.m. at Citrus Heights City Hall.
Closed Session: The City Council is expected to participate in a closed session to undergo media training from the Economic Development and Community Engagement Department. No other information was provided. The Brown Act allows closed sessions in certain circumstances, such as litigation, labor negotiations, real estate deals, and security threats.
Proclamations: The City Council is slated to issue two proclamations, including proclaiming September 2025 as “Prostate Cancer Awareness Month” and recognition of “Firefighter Appreciation Month” and “California Firefighters Memorial Day.”
Parking Violation Fines: The City Council will be asked Wednesday to discuss and approve amending the Citrus Heights Parking Violation Fine Schedule to include Section 22500(n)(1)(A) of the California Vehicle Code. which needs to be updated to reflect AB 413, referred to as the “Daylighting,” law.
AB 413 was approved on Oct, 10, 2023, and officially went into effect Jan. 1, 2024. It amends Section 22500 of the California Vehicle Code (CVC) prohibiting stopping, standing, or parking a vehicle within 20 feet of the vehicle approach side of any marked or unmarked crosswalk, or within 15 feet of a crosswalk with a curb extension.
The California Vehicle Code requires the City Council to adopt a
schedule of fines and penalties for parking violations within city limits and also ensuring fines are standardized with neighboring jurisdictions in Sacramento County.
Only two other cities in Sacramento County have approved parking violation fine schedules. If approved by the City Council, staff said the Police Department will distribute flyers throughout Citrus Heights, including to local schools, Neighborhood Area Associations, and via social media channels. Police will also implement a 30-day grace period following adoption, during which officers will issue warnings and focus on community
education.
Economic Development update: The Economic Development and Community Engagement Department plans to present a six-month update on the progress of the department’s comprehensive Economic Development Work Plan. The new Economic Development Work Plan was unveiled and adopted in February, outlining key initiatives aimed at targeting and attracting new businesses, as well as supporting and enhancing current local businesses.
FlashVote Survey results: The City Council will also hear a presentation from the Economic Development and Community Engagement department regarding the latest results from a FlashVote survey issued last week that asked residents their thoughts on commercial property vacancies in Citrus Heights.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, Sept. 24, at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting. City Hall is located at 6360 Fountain Square Drive.
