Civic Minute: What’s going on at Citrus Heights City Hall?

The Citrus Heights City Council is expected on Wednesday to adopt a new salary table, consider renewing the city’s Prohousing designation, and review current regulations related to mobile food vendors. The City Council will meet Wednesday, Dec. 10 at 6 p.m. at Citrus Heights City Hall.

Selection of Mayor and Vice Mayor: The City Council is slated to vote on and swear in a new mayor and vice mayor for 2026, an annual tradition that takes place on the last council meeting of each calendar year.

Consent Calendar: As part of the consent calendar, the City Council is slated to consider approval of several items related to personnel, environmental stewardship, and ongoing compliance with national programs. These include adopting a new salary table and authorizing submission of an application for Tree City USA designation, a program that recognizes communities committed to effective urban forestry management. If awarded, this will be the eighth consecutive year Citrus Heights has been recognized as a Tree City USA, staff said. The city first received the recognition in 2018 and annual recertification is required.

The Amended Salary Table changes are required due to the California minimum wage increase, according to the agenda packet. The positions impacted by the California minimum wage increase are defined in the staff report.

Items in the consent calendar are voted on as a block unless a councilmember pulls a specific item to vote on separately.

Prohousing designation: The City Council is expected to hold a public hearing to consider approval of the city’s Prohousing designation renewal application and authorize the receipt of Prohousing Incentive Program grant funds. The designation, granted through the state, provides cities with priority access to housing-related grants and funding opportunities.

Mobile food vendor discussion: The City Council will also hear a discussion item related to mobile food vendors. Staff recommends that the City Council review the information presented in the report and accompanying presentation. Following the discussion, staff is seeking input and feedback from the Council regarding potential Municipal Code amendments. The item has been brought before the council due to increased mobile food vending requests and restaurant owners’ concerns.

Animal licensing and microchipping: A second discussion item will focus on animal licensing and microchipping requirements within the city. Staff recommends that the City Council review the information outlined in the report and presentation. Following the discussion, staff seeks input and feedback on possible Municipal Code amendments that may strengthen compliance and improve animal service outcomes.

2025 events calendar review: The City Council is also expected to review the 2025 Events Calendar and evaluate both historical and new community events. The item will be presented by the General Services Department, which will provide an overview of planned activities and seek Council direction on future programming.
