Civic Minute: What’s going on at Citrus Heights City Hall?

The Citrus Heights City Council is slated to review and approve committee assignments, a presentation recognizing the outgoing mayor, and hear departmental updates related to housing and blight. The next Citrus Heights City Council meeting will be held at 6 p.m. on Wednesday, Jan. 14 at Citrus Heights City Hall.

Closed Session: The City Council will convene in closed session at 5:30 p.m. for a conference with legal counsel regarding anticipated litigation, pursuant to Government Code Section 54956.9(d)(4). The agenda lists one potential case for initiation of litigation.

Consent Calendar: As part of the consent calendar, the City Council is slated to consider several routine items. These include the adoption of a resolution confirming City Council appointments to standing committees and various regional authorities, agencies, commissions, and committees for calendar year 2026, and consideration of declaring a vacant single-family home located at 7859 Casa Bella Way as exempt surplus property.

Appointment recommendations occur annually during the first city council meeting. A list of all recommended appointments can be seen in the city council’s agenda packet here.

In 2007, the City awarded a $350,000 grant to A Community for Peace (formerly the Domestic Violence Intervention Center) to purchase a property for the Citrus Heights Women’s Center, known as the Safe House, which served women and children escaping domestic violence.

The grant agreement required the property to be used continuously as a shelter for an extended period of time and also allowed the city to acquire the property at no cost in the case of any violations of the agreement or if the intended use ended, according to city staff.

In 2022, A Community for Peace notified the city that it could no longer operate the shelter due to financial difficulties, and in March 2025 transferred the property back to the city. After reviewing potential reuse options, city staff recommends that the property be sold or otherwise disposed of.

Items on the consent calendar are typically approved as a single action unless a councilmember requests that an item be pulled for separate discussion or vote.

Department Reports: The City Council is scheduled to receive a Community Development Department update on the Sayonara Drive Habitat for Humanity project. In addition, the Economic Development and Community Engagement Department will present results from a recent FlashVote survey related to blight.

The Habitat for Humanity Greater Sacramento housing project on Sayonara Drive will bring a total of 26 homes which can be purchased and owned. The project strives to provide homeownership opportunities to lower income families in order to break the cycle of generational poverty, according to the CEO of Habitat for Humanity.

Each year, the city releases several hyper-local FlashVote surveys. The latest one released to residents in mid-December 2025 asked questions regarding how blight is being managed throughout the city.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, Jan. 14 at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting. City Hall is located at 6360 Fountain Square Drive.
