The Civic Minute: What’s happening at Citrus Heights City Hall?

The Citrus Heights City Council will hold its first meeting of 2024 this Thursday, with items on the agenda including contract awards, appointments to various boards and commissions, and proposed updates to the city’s grant and incentives program guidelines.

The council’s Jan. 11 meeting will begin at 6 p.m. at City Hall, located at 6360 Fountain Square Drive. A summary of what’s on the 160-page agenda is included below.

Presentations.

Appointments. The council will consider approval of the mayor’s annual appointments to various boards in the region. Draft appointments include Jayna Karpinski-Costa for the Sacramento Area Sewer District, Bret Daniels for the Sacramento Transportation Authority (STA), and Tim Schaefer for the Sacramento Area Council of Governments Board of Directors.

Additional appointments include Porsche Middleton for the Sacramento Metro Cable Television Committee, MariJane Lopez-Taff for the Sacramento Public Library Authority and Sacramento Steps Forward Homeless Policy Council, and Daniels for the Regional Transit board and Sacramento Metropolitan Air Quality Management District. Alternates for all appointments will also be confirmed.

Contract award. A staff recommendation will be considered to approve contracts with Coastland Civil Engineering, Inc., Ghirardelli Associates, Inc. and UNICO Engineering, Inc., to provide on-call professional engineering services, including federal aid projects. Total combined contract amounts are capped at $500,000 per year, with an initial 3-year contract.

Land surveying contract. The council will consider a staff recommendation to approve contracts with R.E.Y. Engineers, Inc., Willdan Engineering, and UNICO Engineering, Inc., to provide on-call land surveying services. The contract term is 5-years, with the total value of contracts during this time period not to exceed $300,000.

Grant/incentives guidelines. A staff recommendation to approve changes to the city’s grant and incentive program guidelines will be considered by the council, including a standardized application form, updated terms and conditions, a scoring rubric, and a standardized policy to allow for all application requests up to $5,000 to be considered by the city manager, while requests above $5,000 would be reviewed by the Quality-of-Life council committee which would forward recommendations to the full council. Some guidelines are already in place for different programs, but the updated guidelines would standardize the requirements for all applications.

2024 Event. The council will hear a report from the city manager and provide direction to staff regarding plans for a 2024 Stars and Stripes celebration this summer.

Department Report. The council will hear an update on the city’s community engagement efforts, from the Economic Development and Community Engagement department.

The council will also hold routine second readings of a pair of ordinance amendments previously voted on last month, addressing illegal dumping and banning pedestrians from standing, sitting or lying in most median areas of the city.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Jan. 11, 2024, at City Hall, or by submitting a written comment beforehand using the city’s website.
