A new proposal seeks to construct a 16,000-square-foot ambulatory surgery center on a vacant parcel located in front of the Small Business Administration building at the intersection of Sylvan Road and Stock Ranch Road.
Citrus Heights Planning Commissioners on Wednesday will hold a public hearing and consider approving the plans, which feature a single-story floor plan with a patient drop-off and pickup location and covered decorative awnings, along at least 70 parking spots and a new driveway on Stock Ranch Road. Site plans included in the Planning Commission’s Dec. 12 agenda packet show parking situated on the west side of the rectangular 2.3-acre lot, with the new building set back 20 to 25 feet from the intersection.

The site at 7435 Stock Ranch Rd. is owned by California C&S Properties, with the project’s applicant listed as Texas-based United Surgical Partners International, which has affiliated surgery centers in Roseville and Folsom. The site plan also indicates additional plans for future development at the location, as a “future” 4,800-square-foot building is shown penciled-in on the far west side of the lot and 22 additional parking spots are labeled “future parking stalls.”
According to a city staff report, public outreach about the proposal was made to the area’s neighborhood association, Arcade Creek Neighborhood Association, but no written comments were received.

As the project is located within the 129-acre Stock Ranch Special Planning Area, development is governed by a “Guide for Development” previously adopted by the City Council. Among other items, the guide requires that “a minimum of 50% of street facing facades include transparent glass.”
The project does not face requirements for an Environmental Impact Report, as a report was previously certified during prior development in the Stock Ranch area.
A request for a tree permit indicates all 18 existing trees at the site would be removed, with plans for planting 42 replacement trees shown as part of the landscaping plan. Due to the number and size of trees to be removed, the applicant would still be required to pay into the city’s “tree preservation fund” as a mitigation measure, in accordance with the city’s Tree Preservation Ordinance.
Inch-for-inch replacement of protected trees in Citrus Heights is required by the city’s ordinance, with an alternative option to pay an “in-lieu mitigation fee” of $298 per inch of protected trees removed. Seventeen of the trees at the site are listed as protected, totaling 273 inches of diameter.

The Planning Commission will meet at 7 p.m. on Dec. 12, 2018 at City Hall, where commissioners will hold a public hearing and vote on whether to approve a design review permit and tree permit for the proposal. The commission will also hold a public hearing regarding a 47-unit low income housing project that has been proposed on Sunrise Boulevard.
