The Citrus Heights City Council will hold the first of five public hearings on Thursday night regarding the city’s intent to transition to a district-based voting system for electing council members. The council will also hold a closed-door special meeting at 6 p.m., prior to the regular meeting beginning at 7 p.m.
Here’s a brief summary of what’s included in the council’s 78-page agenda packet:
CLOSED SESSION (6 p.m.)
- Security. Council members will hold a private consultation with the police chief regarding “The Security Of Public Services And/Or Facilities.” No other details were provided in the council’s agenda packet, as is typical of closed-session topics.
- Litigation. The council will also hold a conference with legal counsel to discuss anticipated litigation. No other details were provided.
REGULAR MEETING (7 p.m.)
- Presentation. A presentation will be made at the beginning of the council meeting regarding Sacramento Self-Help Housing and the Renters Helpline.
- $178k contract. The City Council will consider approving a $178,602.86 contract with Sacramento-based Alta Planning + Design to provide professional services related to the development of a plan known as the “Carriage Drive & Lauppe Lane Safe Schools Corridor Plan.” According to a staff report, the plan seeks to address concerns the city and school district regularly hear regarding a mile-long school and residential corridor connecting Antelope Road and Auburn Boulevard. The planning phase is to be funded by a $196,000 Caltrans Sustainable Transportation Planning grant.
- Electric Greenway Trail Project. Council members will consider approving a minor amendment to an existing contract with GHD, Inc., for services related to the 6.9-mile Electric Greenway Trail Project. The amendment seeks to increase the original contract for $470,000 by around $7,500 to account for the discovery of “substantially more trees along the project alignment than initially anticipated,” according to a staff report. The trees must be surveyed, inventoried and cataloged as part of the environmental review phase.
- $1M drainage contract. The council will consider a staff recommendation to award a drainage improvement contract to Caggiano General Engineering to “eliminate localized flooding and drainage problems for residences along Highland Avenue between Mariposa Avenue and Sunrise Boulevard, and reduce localized flooding and drainage problems for residences along Rinconada Avenue,” according to a staff report. Caggiano came in as the lowest responsive bidder, at $1,082,192.20. Four other contractors submitted bids, with the highest bid submitted listed at $1.8 million.
PUBLIC HEARING
- Voting districts. The first of five public hearings related to splitting the city into voting districts will be held during the City Council meeting, a move the council opted to take after receiving a demand letter from an attorney in December that alleged a voting rights act violation tied to the city’s current at-large method of electing council members. According to the council’s agenda, the public hearing will allow the council to “receive input on the composition and number of voting districts,” as well as request any additional information needed for the second public hearing, set for March 14, 2019. The meeting will also conclude with a mid-year budget review from the city’s administrative services department.
