The Civic Minute: what’s happening at Citrus Heights City Hall?

The Citrus Heights City Council will meet Thursday for a special session to discuss organics waste collection, followed by several public hearings and consideration of whether to extend the city’s urgency ordinance regarding fireworks.

Below is a brief summary of what’s included in the City Council’s 269-page agenda packet for July 22. The council’s special study session will begin at 6:15 p.m., followed by the regular council meeting at 7 p.m.

Study Session. The council will hold a study session with city staff to discuss residential organics collection service options. No further information is included in the agenda packet.

Presentations. The council will hear a presentation at the start of the meeting from the Greater Sacramento Economic Council, as well as a separate presentation from SMUD regarding proposed rate increases.

Public Hearings. A trio of public hearings will be held regarding annual updates to various landscape and lighting assessment districts in the city. Assessment districts are areas with special fees tacked on to property taxes for certain parcels in the city to cover maintenance of areas associated with those parcels. No changes are proposed to the existing fees.

Roadway Safety. The City Council will consider adoption of a grant-funded Local Roadway Safety Plan, which assessed collisions over a five-year period in Citrus Heights and makes recommendations for millions of dollars of safety improvements across the city. The roughly 120-page draft document includes cost/benefit comparisons and other data for various roadway improvements, from upgraded signals, to painted green bike lanes, lighting and other items.

Fireworks Enforcement. The City Council will consider a recommendation from the Police Department to extend an urgency ordinance passed last month, which banned discharge of fireworks after 11 p.m. and allowed citations to be issued to “social hosts” of events where illegal fireworks are discharged. Urgency ordinances can only be in effect for 45 days, unless extended. State law allows such ordinances to be extended for an additional 10-and-a-half months, as long as four-fifths of the council votes in support.
