New low-income apartments in Citrus Heights now home to 144 residents

A grand opening was held Thursday for the 47-unit Sunrise Pointe apartment complex in Citrus Heights, which is now home to 144 residents.

Representatives of builder Jamboree Housing and Sacramento-based housing assistance organization Hope Cooperative joined city and community leaders for the event.

Jamboree President and CEO Laura Archuleta said residents of Sunrise Pointe have access to what she called “wrap-around services” like case management, mental health services, household budgeting and after school child care.

“It feels great, it’s actually a very emotional feeling,” Archuleta said. “Being able to come to the completion of this development just feels great.”

Erin Johansen of Hope Cooperative said the idea for the project began in 2017 when she approached owner Carl Abel about selling the property where Abel’s Christmas Trees has operated for generations.

“He was very accommodating over the years,” Johansen said. “There was a lot of delays, there was a lot of times when we had to keep extending the purchase agreement over the years.”

The first residents moved in during the month of July of 2023 and Sunrise Pointe was fully occupied by September, Johansen said. About 85 of the 144 residents are children.

Sacramento County Supervisor Sue Frost said affordable housing is important to the community.

“I’m delighted to have a project like this in Citrus Heights, I wish we had more,” Frost said. “There are so many people who are living on the edge of homelessness who are trying to figure out affordable housing on their income.”

Frost, a resident of Citrus Heights, commended the City Council for what she called showing leadership in seeing the project to completion.

Irvine-based developer Jamboree Housing Director of Marketing and Communications Marissa Feliciano previously told The Sentinel that rents vary for each unit. Month-to-month rent is calculated based on income and apartment size and can range between $200 and $890 per month, she said.

Feliciano said households that earn between 30 percent and 50 percent of the area median income can qualify to become tenants. Applications are through the John Stewart Company, which manages Sunrise Pointe.

Amenities on site include a community room and kitchen, an after school program, outdoor BBQ and picnic areas, a playground, and laundry.
