The Citrus Heights City Council on Wednesday is slated to vote on several items, as well as hear a presentation on an informal proposal from Ethan Conrad Properties requesting an amendment to the Sunrise Tomorrow Specific Plan.
The City Council will also be asked to approve financial reports and audits, an annual report from Sunrise MarketPlace PBID, and a contract to replace the city’s network and wireless infrastructure. The meeting will be held April 23 at 6 p.m. at Citrus Heights City Hall.
Sunrise Mall: The City Council will be asked to hear a presentation from Ethan Conrad Properties and provide feedback and direction to the city and real estate investor regarding the amendment request. According to the city, the applicant’s informal proposal “does not qualify as, nor does it forgo, a formal application for a Specific Plan Amendment.”
The item is not an item the council will be voting on, but has been labeled a discussion item and the council will neither approve or deny the proposal, only provide feedback and direction.
Consent Calendar: The Citrus Heights City Council will be asked to approve multiple reports including a City of Citrus Heights annual financial reports, a single audit report, a Transportation Development Act (TDA) Funds Audited Financial Statements and Compliance Report, and a Sunrise MarketPlace PBID annual report for 2024. As well, the City Council will be asked to approve a purchase agreement with Cadence Team for the replacement of the city’s network and wireless infrastructure.
Items on the consent calendar are voted on together as a block and will not include a staff presentation, unless individual items are pulled by council members prior to the vote.
Presentations: The City Council on Wednesday is expected to issue several proclamations, including a proclamation of April as Fair Housing Month, the week of April 20-26, 2025 as National Volunteer Week, and the month of May as National Building Safety Month.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, April 23, at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting.
