Civic Minute: What’s going on at Citrus Heights City Hall?

The Citrus Heights City Council on Wednesday will issue a proclamation recognizing Women in Construction Week, consider amendments to local building and parking regulations, and weigh options for residential solid waste and recycling collection services following the results of 60-day negotiations with Republic Services. The City Council will meet Wednesday, Feb. 25, at 6 p.m. at Citrus Heights City Hall.

Closed session: The Citrus Heights City Council is expected to meet in another closed session at 5 p.m. on Wednesday to convene with legal counsel and discuss “anticipated litigation.” No other details are given in the agenda packet.

Women in Construction: The City Council is slated to issue a proclamation declaring March 1–7, 2026, as Women in Construction Week in the City of Citrus Heights. The recognition highlights the contributions of women working in the construction industry and aims to promote greater awareness of career opportunities in the field.

Consent Calendar: As part of the consent calendar, the City Council will consider several regulatory updates and ordinance changes. These include a second reading of an ordinance repealing a portion of Chapter 2 relating to the Construction Board of Appeals and adding Chapter 18, Article XXXI, establishing a Building Code Board of Appeals.

The Council will also review proposed amendments to the city’s parking violation fine schedule to comply with Assembly Bill 413, also known as the “Daylighting” law, which addresses parking restrictions near crosswalks to improve visibility and pedestrian safety.

Items listed on the consent calendar are typically approved in a single vote unless a council member requests that a specific item be pulled for separate discussion and consideration.

Future of residential waste services: Under the regular calendar, the City Council will discuss options for residential solid waste and recycling collection services following the completion of 60-day negotiations with Republic Services, who is the current provider for the city.

Staff is asking the City Council to decide whether to approve an amended and restated Residential Solid Waste and Recycling Collection Services Agreement with Allied Waste Services of North America, LLC, (known as Republic Services), subject to the results of a required public hearing regarding proposed rate increases, or direct staff to issue a Request for Proposals (RFP) for the contract.

Massage establishments: The Council also plans to hear a presentation on and discuss potential changes to ordinances on massage establishments. Staff will be looking for feedback and direction regarding potential code amendments.
