As a local business owner and resident in the Citrus Heights area, converting the vacant space at Sunrise Mall into a large-scale centralized homeless housing complex would likely create serious unintended consequences for the surrounding community and economy.

Concentrating hundreds or thousands of individuals experiencing homelessness in a single retail property risks overwhelming nearby infrastructure, discouraging private investment, and further accelerating the decline of an already struggling commercial corridor along Sunrise Boulevard. Businesses depend on safe, accessible, and stable environments for customers and employees, and such a conversion would likely reduce foot traffic, depress property values, and deter the redevelopment that the area urgently needs.

While addressing homelessness is essential, repurposing one of the city’s largest commercial assets into a massive shelter-style facility would undermine long-term economic recovery and regional planning goals, while also concentrating complex social challenges in a way that historically produces poor outcomes for both residents and the individuals the program intends to help.
