The Citrus Heights City Council is expected Wednesday to discuss the potential purchase of property on Old Auburn Road, receive an update on fireworks enforcement over July 4th and the city’s new Tyler Munis financial system, and consider several infrastructure and contracting matters. The City Council will meet Wednesday, Aug. 12 at 6 p.m. at Citrus Heights City Hall.
Closed Session: Before the regular meeting, the City Council is scheduled to meet in closed session to discuss real property negotiations involving 7555 and 7569 Old Auburn Road. The site being discussed was purchased by the city following the closure of Citrus Heights Preschool, and was previously slated to become a feline spay and neuter clinic.
The city’s negotiators, City Manager Ashley Feeney and City Attorney Ryan Jones, will negotiate with FieldHaven Feline Center regarding the price and terms of payment for the property. The Council will also meet with labor negotiators regarding employee organizations representing Citrus Heights police officers, police employees and unrepresented employees.
Fireworks enforcement update: During the regular City Council meeting, City Council is scheduled to receive an update on the city’s 2026 fireworks enforcement efforts.
Tyler Munis financial system: The Council will also receive a presentation from the Administrative Services Department regarding the implementation of the Tyler Munis enterprise resource planning system.
Consent Calendar: As part of the consent calendar, the City Council is slated to consider approving the minutes from the May 13, 2026, special and regular City Council meetings; receiving and filing the quarterly Treasurer’s Report for the quarter ending June 30, 2026; and updating the staff position titles authorized to request disbursements from the California Employees Retirement Benefit Trust.
The Council will also consider granting Councilmember Kelsey Nelson permission to be absent from regular and special City Council meetings during August, September and October 2026 for parental leave as Nelson is expecting a baby.
Items in the consent calendar are voted on as a block unless a councilmember pulls a specific item to vote on separately.
Madison Avenue Roadwork: The City Council is expected to consider approving an agreement with Sacramento County for cost sharing on the AC Overlay Project 2025 Phase A, also known as the Madison Avenue Overlay Project.
California Uniform Public Construction Cost Accounting Act: The Council will also consider participating in and implementing the California Uniform Public Construction Cost Accounting Act, including introducing an ordinance for a first reading that would add provisions governing the act to the Citrus Heights Municipal Code.
The California Uniform Public Construction Cost Accounting Act is a statutory program that allows public agencies to exercise alternative bidding procedures for public works projects under certain thresholds identified under Public Contract Code (PCC) §22032 and §22034. These alternative bidding procedures allow for less formal processes, saving the agency time and money when seeking cost proposals for Public Works projects, according to the staff report.
League of California Cities designation: The Council is also scheduled to designate a voting delegate and up to two alternates to participate in the Annual Business Meeting during the League of California Cities Annual Conference on Sept. 25, 2026, and provide direction on proposed 2026 Cal Cities resolutions.
Those wishing to make a public comment during the meeting can do so by attending the council meeting on June 24, 2026, at City Hall or by submitting a written comment beforehand using the city’s website.
Written comments are no longer being read out loud following amendments to the city council’s handbook but will be included in city council agenda packets. The deadline to submit comments online is 4 p.m. on the day of the meeting.
