The Civic Minute: What’s happening at Citrus Heights City Hall?

Due to City Hall being closed Thursday in recognition of Veterans Day, the Citrus Heights City Council will meet Wednesday evening for their regular November meeting with items on the agenda including a study session on funding from the federal government, a final public hearing on the city’s plan for Sunrise Mall, and other action items.

Below is a summary of what’s included in the council’s 343-page agenda packet for Nov. 10, 2021.

Special meeting. The council will meet at 6 p.m. for a study session on American Rescue Plan Act funding, of which the city has not yet finalized how it will use the second phase of the $15.6 million allocated to the city from federal funds.

Remote meetings. The City Council will consider final adoption of a resolution authorizing remote “telephonic” meetings under certain conditions amid a state of emergency, following the passage of AB 361.

Treasurer’s report. The council will consider routine receipt and filing of the quarterly treasurer’s report, for the quarter ending Sept. 30, 2021. The market value of the city’s cash and investments was $31.86 million, which includes unexpended ARPA funds, of which the city has received roughly half of the $15.6 million it was allocated. The reported earning $19,183 in interest during the first quarter of the current fiscal year.

$78k software purchase. The council will consider a recommendation from the city’s interim administrative services department director to approve purchase of ExecuTime Advanced Scheduling, a time and attendance payroll reporting software from Tyler Technologies, for $78,000. A staff report says payroll timesheets for non-public safety employees are currently maintained on Excel spreadsheets and manually entered into a payroll system, which the report says is inefficient and prone to increased risk of error. The software would be used for all city employees and would include public safety staff, which are using an “outdated” system from 2009.

Sunrise Mall plan. A public hearing will be held prior to the council considering adoption of the Sunrise Tomorrow Specific Plan, which would guide redevelopment of the aging mall property. A staff report says the city has so far invested around $1.2 million in developing the plan and its associated environmental impact report. Several residents who live near the mall submitted letters of support for the plan, thanking city planners for including a sound wall to accommodate concerns about noise during construction.

The Sunrise MarketPlace Board of Directors also submitted a letter in “general support” for the plan, but noted disagreement with the proposed relocation of the Arcadia Drive bus transit center to Sunrise Boulevard due to “lack of maintenance of bus stop shelters, graffiti and overflowing trash.” The board also expressed concern about the plan’s 20-year timeline and said “there does not appear to be a demand” for the number of hotel rooms included in the plan.
