The Citrus Heights City Council will meet Wednesday, Nov. 12 for both a special and regular City Council meeting. The agenda includes a closed session regarding real property negotiations and anticipated litigation, public hearings on Community Development Block Grant funding and building code updates, as well as discussions on pavement preservation projects, the city’s urban forest, and future garbage and recycling procurement options. The Citrus Heights City Council meets at City Hall at 6 p.m.
Closed Session: Prior to the regular meeting, the City Council will meet in closed session to discuss real property negotiations concerning parcel number 211-0670-068-0000. City Manager Ashley Feeney and City Attorney Ryan Jones are listed as agency negotiators, with discussions to include price, terms of payment, or both. The Council will also confer with legal counsel regarding the possible initiation of three cases of anticipated litigation.
Public Hearings: The City Council is expected to review a final draft and consider official adoption of the 2026 Annual Action Plan and funding recommendations for the federal Community Development Block Grant (CDBG) Program. The plan outlines funding allocations for community programs and infrastructure improvements benefiting low- and moderate-income residents. Following any public testimony, the Council will consider a resolution approving the plan, which would then be submitted to the U.S. Department of Housing and Urban Development.
The Council will also hold a second reading of several ordinances amending sections of the Citrus Heights Municipal Code related to building and fire regulations. The amendments include adopting the 2026 California Building Standards Code and the 2025 California Fire Code, along with Sacramento Metropolitan Fire District Ordinance No. 2025-02. A first reading was completed during the previous City Council meeting in October.
Pavement Preservation contract: Councilmembers will consider authorizing a professional services agreement with REY Engineers, Inc. for multiple 2026 and 2027 Pavement Preservation Projects. The contract with REY is for an amount not to exceed $1,477,418 and will be paid for spanning multiple Fiscal Years from budgeted General Capital Funds according to the staff report. As a result on-going monitoring and coordination efforts regularly conducted by the city, 33 additional streets have been added to the 2026 & 2027 Pavement Preservation Plan, and one has been removed.
Urban Forest: The City Council will review potential initiatives related to the expansion of the city’s urban forest, a topic which stems from strategic goals discussions that took place in March. The City Council will hear a presentation and provide direction to city staff regarding options designed to increase tree canopy coverage and enhance environmental sustainability throughout Citrus Heights.
Garbage and Recycling: The City Council is also scheduled to hear a presentation and discuss future options for residential garbage and recycling services. The City Council is expected to provide direction to staff regarding procurement strategies for a new waste collection and recycling contract, which would take effect in the beginning of 2028.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, Nov. 12 at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting. City Hall is located at 6360 Fountain Square Drive.
