Civic Minute: What’s going on at Citrus Heights City Hall?

The Citrus Heights City Council is expected on Tuesday to issue a proclamation recognizing Black History Month, receive and file a Quarterly Treasury Report, and consider a range of policy and program updates related to housing, economic development, youth engagement, and arts funding. The City Council will meet Tuesday, Feb. 11 at 6 p.m. at Citrus Heights City Hall.

Public Comment and Closed Session: The Citrus Heights City Council is anticipated to convene with legal counsel in a closed session. Public comment is also scheduled at 5 p.m. prior to the closed session. According to PBS News, the council is inviting public comment regarding the future of Sunrise Mall development.

Black History Month: The Citrus Heights City Council is scheduled to issue a proclamation declaring February 2026 as Black History Month. The proclamation is intended to recognize the contributions, achievements, and history of Black Americans at the local, state, and national level.

Treasury Report: As part of the consent calendar, the City Council is slated to consider several items, including a resolution expressing support for the annual designation of the first Saturday after the Spring Equinox as “National Day of Play,” a resolution adopting updated Housing Rehabilitation Program Guidelines to incorporate the Permanent Local Housing Allocation as an additional funding source, and the receipt and filing of the Quarterly Treasurer’s Report for the quarter ending Dec. 31, 2025.

Items in the consent calendar are voted on as a block unless a councilmember pulls a specific item to vote on separately.

History and Arts grant requests: The City Council is slated to hear and consider approval of History and Arts Grant requests based on committee recommendations. Staff is recommending adoption of a resolution approving the grant requests.

Commercial Property Reoccupancy Program: The Council is slated to hear a second reading and consider adoption of an ordinance establishing a Commercial Property Reoccupancy Program.

Following the Council meeting, staff became aware that some community stakeholders were not aware the ordinance would be considered by the City Council on Jan. 28, the city said. The recommendation to place the second reading as a regular calendar item was to allow for additional public comment.

The Council initially voted unanimously to approve the program during a public hearing in the previous council meeting. All ordinances go through two readings before officially being adopted.

Youth Advisory Commission: Councilmembers will also receive a presentation on findings and recommendations regarding the formation of a Youth Advisory Commission or Youth Advisory Liaison.

“A Youth Advisory Commission would serve as a voice for the youth of Citrus Heights to identify their unmet needs, review existing programs, and provide recommendations and information to the City Council and the public at large on topics related to youth,” city staff stated in the agenda packet.

Construction Board of Appeals: The City Council is expected to introduce an ordinance for first reading that would repeal the existing Construction Board of Appeals and establish a new Building Code Board of Appeals within the municipal code.

An initial request to repeal the Construction Board of Appeals came in January 2025 by two councilmembers. The city then found that, since the city’s incorporation, the Board has only met 11 times, 10 times to elect officers and one time to hear an appeal. There has also been difficulty recruiting and retaining members on the Board.

Economic Development Work Plan: The City Council is scheduled to receive a one-year update on the city’s 2025–2027 Economic Development Work Plan from the Economic Development and Community Engagement Department.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, Feb. 11 at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting.
