Citrus Heights Police: 22-year-old mom arrested for negligent discharge of firearm, child abuse

By Sara Beth Williams–
Citrus Heights Police arrested 22-year-old Kayla Owens on Monday for the negligent discharge of a firearm in the vicinity of a toddler after a neighbor reported hearing a gunshot and seeing a bullet hole inside his apartment, which was adjacent to Owens’ residence.

Police responded to the Antelope Woods apartments on Tupelo Drive Monday afternoon to reports of possible gunshots heard by a resident of the apartment complex. The resident said he heard a gunshot, and allegedly found a bullet hole in his apartment.

Heavy police presence was in the area as officers narrowed their search down to the apartment adjacent, based on the trajectory of a possible shot fired.

Once officers made contact with Owens, police discovered a young child also lived in the home. Another adult male, and a juvenile were also in the residence at the time of the incident, but police did not disclose what their relationship was with Owens.

According to police, the mother claimed she was cleaning her weapon when it discharged on accident.

Owens was arrested without incident, police said, and booked into the Sacramento County Jail on charges of negligent discharge of a firearm and child abuse, due to the endangering of a young child living in the residence.

Jail records show Owens was arrested Aug. 17 and was released on bond on Aug. 18. Owens is scheduled to appear in court on Aug. 24 at 1:30 p.m.
