Sentinel staff report–
The Citrus Heights City Council is expected Wednesday to recognize the city as a “Just Serve” certified city, hear a presentation on stormwater preparation, review proposed Community Development Block Grant funding recommendations, and consider allocations for nonprofit community support grant funding. The council will meet Wednesday, Oct. 14, at 6 p.m. at Citrus Heights City Hall.
Presentations: The City Council is scheduled to recognize Citrus Heights as a “Just Serve” certified city. Additionally, the City Council is slated to issue proclamations recognizing October 2026 as National Community Planning Month and the second week of October as Code Enforcement Officer Appreciation Week. The city’s General Services Department is also scheduled to present information on stormwater preparation.
Consent Calendar: The City Council is expected to consider awarding a construction contract for the 2026-27 Accessibility and Drainage Project. The project will include the construction of hundreds of ADA ramps, repairs of sidewalk, curbs, gutters, and storm drainpipe.
Additionally, the Project includes enhancements to the Auburn Blvd/Carriage Drive intersection. These improvements come in advance of the upcoming 2026 & 2027 Roadway Resurfacing Project.
Staff recommends relieving Central Valley Engineering & Asphalt Inc. of its bid because of a clerical error and authorizing the city manager to execute an agreement with Ghilotti Brothers Inc. for $11 million.
The annual project could potentially cost an estimated $12.78 million when including a standard 15 percent contingency fee and two additional alternate repair costs totaling almost $78,000.
Public Hearing: The council is scheduled to receive public testimony and feedback on the draft 2027 Annual Action Plan and proposed funding recommendations for the Community Development Block Grant (CDBG) program. The council is expected to continue final action on the plan and funding recommendations until the Oct. 28 meeting. Read the draft plan here. (Page 36)
Regular Calendar: The council is scheduled to consider allocations from the Non-Profit Community Support Fund for the 2026-27 fiscal year. Recommended actions include approving $150,000 in funding to nine nonprofits along with consideration of $4,200 in separate allocations of funding from the city’s Community Projects Grant program to two more nonprofits.
The council is also scheduled to review information about Assembly Bill 626 and Microenterprise Home Kitchen Operations, known as MEHKO, and provide direction to staff on whether the city should submit a letter supporting or opposing the legislation.
Those wishing to make a public comment during the meeting can do so by attending the council meeting on Oct. 14, 2026, at City Hall or by submitting a written comment beforehand using the city’s website.
Written comments are no longer being read out loud following amendments to the city council’s handbook but will be included in city council agenda packets. The deadline to submit comments online is 4 p.m. on the day of the meeting.
