Closed Session: During a special meeting scheduled prior, the City Council is scheduled to discuss negotiations involving the property at 7137 Auburn Blvd., with Capital Thunder 501(c)(3) listed as the negotiating party. City Manager Ashley Feeney and City Attorney Ryan Jones are listed as the city’s negotiators, with the price and terms of payment under negotiation.

The council is also scheduled to meet with legal counsel regarding anticipated litigation involving one potential case. No other details were provided in the staff reprot.

Public Hearing: The council is scheduled to review the final draft of the city’s 2027 Annual Action Plan and proposed funding recommendations for the federal Community Development Block Grant (CDBG) program.

The city estimates it will receive $600,000 in federal CDBG funding for 2027, although the final allocation has not yet been determined. After holding an initial public hearing on Oct. 15, the City Council is scheduled this Wednesday to hold a final public hearing and consider adopting the 2027 Annual Action Plan.

Sacramento Groundwater Authority: The council is scheduled to consider an amended joint powers agreement involving Citrus Heights, Folsom, Sacramento and Sacramento County for the Sacramento Groundwater Authority.

The agreement outlines regional coordination for managing groundwater resources, maintaining sustainable groundwater supplies and protecting groundwater quality. The authority includes representation from multiple public agencies and water providers throughout the region.

Youth Advisory Commission: The council is also scheduled to consider appointments to the city’s first Youth Advisory Commission. Staff recommends appointing eight student members to one-year terms: Abigail Davis, Kameron Edwards, Emelin Hernandez Serrano, Charles Howland, Tyler Panag, Lilliana Perez-Salazar, Hana Robbins and Gabreal Sansing.

Established by the City Council earlier this year, the commission is intended to give young residents a voice in local government by advising city officials on policies and programs affecting youth, identifying community needs and recommending ways to increase youth participation in civic life.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Oct. 14, 2026, at City Hall or by submitting a written comment beforehand using the city’s website.

Written comments are no longer being read out loud following amendments to the city council’s handbook but will be included in city council agenda packets. The deadline to submit comments online is 4 p.m. on the day of the meeting.
