The Citrus Heights City Council is expected Wednesday to consider an appeal regarding an Order of Abatement for a property on Antelope Road, recognize a local business, and recognize the Citrus Heights Chamber of Commerce Executive Director, as well as consider a $30,000 grant for the Citrus Heights Chamber of Commerce. The City Council will meet Wednesday, Aug. 26 at 6 p.m. at Citrus Heights City Hall, with a special meeting scheduled for 5 p.m.
Appeal hearing: During a special City Council meeting scheduled for 5 p.m., on Wednesday, the City Council is slated to hear an appeal of a Notice of Hearing Decision and Order of Abatement for the property at 7398 Antelope Road in Citrus Heights. The meeting will begin with public comment before the Council considers the appeal.
The city has cited the large property for multiple s code violations since February 2023, including:
- accumulation of weeds, debris, and/or rubbish,
- unauthorized exterior storage of materials, equipment, or machinery,
- approximately 10 vehicles improperly parked or stored vehicles on unapproved surfaces and/or in required yard areas
- containing abandoned, wrecked, inoperable, or dismantled vehicle or
vehicle parts - containing constructing and/or grading activity within a floodplains
- containing construction or related work performed without required permits
The property has accrued $18,909 in fines and was declared a public nuisance during an administrative hearing on March 11, with an abatement deadline of May 8. Noncompliance prompted the owner’s appeal, filed on April 15, to contest the notice of hearing decision and order to abate.
Presentations: During the regular City Council meeting beginning at 6 p.m., the City Council is scheduled to issue a proclamation honoring Kayak City as a 2026 Citrus Heights Business of Distinction – Top of the Trade. The Council will also present a certificate of recognition to Sheri Merrick for being named a 2026 “Women Who Mean Business” honoree by the Sacramento Business Journal.
Consent Calendar: As part of the consent calendar, the City Council is slated to consider adopting an ordinance adding Division 6, the “Uniform Construction Cost Accounting Act,” to the Citrus Heights Municipal Code. The second reading of the ordinance would establish the city’s participation in the state’s Uniform Public Construction Cost Accounting Act. Items on the consent calendar are voted on as a block unless a councilmember pulls a specific item to be considered separately.
Economic Development Plan 18 Month update: As part of the regular calendar, the City Council is scheduled to receive an 18-month update on the city’s 2025-2027 Economic Development Work Plan.
The Economic Development Work Plan was designed as a policy framework to guide the City’s
economic development activities over a three-year period.
A major performance objective of the Work Plan was reducing commercial vacancy across the city, with goals to lower retail vacancy from 12 percent to 9 percent, and office space vacancy specifically from 14 percent to 10 percent over three years.

Chamber of Commerce grant request: The Council will also consider approving a $30,000 grant request from the Citrus Heights Chamber of Commerce. The grants would come from the city’s Economic Development Support Fund and Community Projects Grant Fund and the grants are typically awarded to the Chamber of Commerce annually.
This year, the Chamber of Commerce is requesting to use the funds for a Chairman’s Circle Diamond Sponsorship for $10,000, Citrus Heights Event Center room rental for Chamber luncheons, for $7,000, a “Presenting Sponsorship” for the Leadership Citrus Heights program for $8,000, and a Sponsorship for the Kids Commerce Entrepreneur Program, for $5,000.
Those wishing to make a public comment during the meeting can do so by attending the council meeting on Aug. 26, 2026, at City Hall or by submitting a written comment beforehand using the city’s website.
Written comments are no longer being read out loud following amendments to the city council’s handbook but will be included in city council agenda packets. The deadline to submit comments online is 4 p.m. on the day of the meeting.
