Citrus Heights serial commercial burglary suspect arrested after $8,000 theft at Ace Hardware

By Sara Beth Williams–
Citrus Heights Police arrested an alleged serial commercial burglar Tuesday on felony charges after he was found hiding in bushes near the site of his latest suspected burglary at Miller’s Ace Hardware.

In a press release Wednesday, Citrus Heights Police said they arrested 36-year-old Gregory Billman overnight on Oct. 27 on multiple felony charges, including burglary, and one misdemeanor charge. Sacramento Main Jail records show Billman is still in custody and not eligible for bail.

In 2024, The Sentinel previously reported that Billman was arrested for two burglaries that took place at JCPenney at Sunrise Mall.

Since then, Billman has reportedly racked up hundreds of thousands of dollars in combined value of previously stolen commercial merchandise, according to the Citrus Heights Police Department press release.

In an update to neighbors during a January 2025 Citrus Heights Area Seven, Eight, Nine neighborhood area meeting, Lt. Wesley Herman with the Citrus Heights Police Department Investigations Services Division said the department identified Billman as the suspect who rammed a truck through the entrance of JCPenney early one Sunday morning in December 2024.

Billman is also the same man arrested in November 2024, on suspicion of stealing over $90,000 in jewelry in a smash-and-grab burglary at the same JCPenney. Sacramento Main Jail records showed Billman was released on bail on Nov. 21, 2024.

Court records show he was arraigned in November 2024, and failed to appear in February 2025. Arrest records show Billman was arrested again in April 2025 on an outstanding warrant. He appeared in court again the same month.

In May of this year, Billman was arrested again and arraigned in June. Court proceedings still show an active ongoing case, with the most recent docket entry listed as a motion to petition for bail review, dated Aug. 26, 2026.

Most recently, on Oct. 27, Citrus Heights Police were alerted to a burglary in progress at Miller’s Ace Hardware in Citrus Heights just after 3 a.m., and upon arrival, police discovered thousands of dollars of merchandise stolen from the store.

The suspect, later identified as Billman, fled Miller’s Ace Hardware with an estimated $8,000 worth of power tools and other merchandise, police said in the media release. While on scene, officers also deployed a small, unmanned aircraft system (sUAS) and determined that Billman had gained entry to the business through the roof.

Following canvassing of the area, police discovered stolen merchandise concealed in nearby bushes and ultimately discovered and arrested Billman, who was also hiding in the bushes with more stolen merchandise on his person, police said.

All of the stolen merchandise was recovered and returned to the store. Billman was taken into custody without incident and booked into the Sacramento County Jail.

Billman was also booked on additional charges resulting from ongoing investigations involving at least four additional commercial burglaries in the city dating back to 2024, police said, adding that the combined value of stolen merchandise is estimated to be $500,000.

“Detectives are continuing to pursue all available leads and are coordinating with outside agencies regarding the related burglaries that Billman has been linked to outside of Citrus Heights,” Citrus Heights Police said.

Billman has another court date scheduled in the afternoon of Oct. 29 at 1:30 p.m.
