Civic Minute: What’s going on at Citrus Heights City Hall?

The Citrus Heights City Council will meet Wednesday, March 11 to discussion a proposed Economic Development and Participation Agreement tied to a Sunrise Mall redevelopment project, and a mid-year budget adjustment and financial forecast update. The City Council meets at Citrus Heights City Hall at 6 p.m.

Closed Session: Prior to the regular meeting, the City Council is scheduled to meet in closed session with legal council to discuss anticipated litigation of one case. No other details are given in the agenda packet regarding the closed session.

Presentations and Awards: The City Council is slated to present a proclamation recognizing March 2026 as Women’s History Month, honoring the contributions of women throughout history and within the community.

The Council will also present a proclamation recognizing Honey Donuts as the inaugural Citrus Heights Business of Distinction in the Legacy Business category. The recognition marks the second Business of Distinction award issued by the city, following the first award presented in fall 2025.

Consent Calendar: Among the items on the consent calendar is the approval of the Draft Consolidated Annual Performance and Evaluation Report for 2025, also known as CAPER. The report summarizes how the city used federal housing and community development funds during the past program year.

Council will also consider approving plans and specifications and authorizing construction bidding for the Roseville Road/Butternut Drive and a Systemic Signalized Intersection Improvements Project. The project is intended to improve safety and operations at several signalized intersections.

Partnership for future Sunrise Mall development: The City Council is slated to consider authorizing the City Manager to enter into an Economic Development and Participation Agreement with The Mettle Shop to support a proposed Sunrise Sports Center, a sports and entertainment venue that would be built on a portion of the Sunrise Mall property.

City officials note that approving the participation agreement itself would not approve the sports complex project. Any future development would still require full project entitlements, including environmental review under the California Environmental Quality Act.

The proposed agreement outlines key business terms, economic development incentives and financial concepts between the city and the developer related to a proposed Sunrise Sports Center project.

According to the agenda packet, the agreement identifies the major deal components and formalizes a partnership between the city and The Mettle Shop. The agreement acknowledges that additional deal points would still be required before the redevelopment project could move forward and would later be incorporated into a Development Agreement subject to City Council review.

Budget Update: Council members are also scheduled to review and consider the Fiscal Year 2025-26 Mid-Year Budget Adjustment and Financial Forecast Update. City staff will provide an overview of the city’s financial performance midway through the fiscal year and present recommended adjustments to the adopted budget based on updated revenue projections and expenditures.
