The Civic Minute: what’s happening at Citrus Heights City Hall? (May 23)

The Citrus Heights City Council will hold a closed session meeting tonight, followed by a special meeting and budget study session, before their regularly scheduled council meeting at 7 p.m.

Here’s a brief summary of what’s included in the council’s 131-page agenda packet for May 23, 2019. A separate eight-page agenda packet was also published on the city’s website on Wednesday, regarding the special meeting.

SPECIAL MEETING: (5:45 p.m.)

  • Closed Session. City leaders will hold a closed session meeting with legal counsel regarding anticipated litigation. Additional information was not disclosed, as allowed by law.
  • Sunrise Mall changes. The City Council will vote on whether to direct staff to “initiate an amendment to the General Plan related to the Sunrise Mall area,” including any necessary studies or reports. STUDY SESSION (6 p.m.)

  • Budget study session. The City Council will participate in an annual budget workshop covering the upcoming budget for fiscal year 2019-20. The session is open to the public.

REGULAR MEETING: (7 p.m.)

$400k animal shelter contract. The City Council will consider a recommendation from the police department to approve a $401,379 two-year contract with Placer County Animal Services for animal shelter services. The first year would run approximately $198,000, with the second year running about three percent more.

Sunrise MarketPlace Annual Report. The City Council will hear an annual update from the Sunrise MarketPlace, as is annually required by law for Business Improvement Districts. (See the 24 page report)

Former Sylvan Middle School Property. The City Council will consider authorizing a total of $3.47 million to be spent in order to secure purchase of an 11.44-acre portion of the former Sylvan Middle School property. Sunrise Mall moratorium. The council will vote on whether to approve an urgency ordinance establishing a 45-day moratorium on all new development in the Sunrise Mall area. PUBLIC HEARINGS:

Voting Districts. A third public hearing will be held regarding the city’s switch to district-based elections. Nine draft maps will be presented to the public, with staff recommending the council select up to four “focus maps” and request any desired map revisions. Alcohol license. The council will hold a public hearing and consider approving a request for a Type 20 license to sell beer and wine at the newly re-opened gas station and convenience store at the corner of Auburn Boulevard and Cook Avenue. A letter from the police department states that a review of the proposal was conducted and police do not object to the license being issued.

In addition to other items on the agenda, the city’s Community Economic and Development Department will provide a report on AB 626, regarding Micro Enterprise Home Kitchen Operations.

The City Council’s regular meeting will also begin with a pair of presentations by the Sacramento-Yolo Mosquito and Vector Control District and the Greater Sacramento Economic Council.
