The Citrus Heights City Council will meet Thursday night via Zoom to consider hiring of an interim administrative services director, along with holding a special meeting and voting on items related to a safe school project and other matters.
A summary of items included in the council’s 42-page agenda packet for the Feb. 11, 2021 meeting is included below.
Study Session. The council will meet at 5 p.m. for mandatory sexual harassment training, as legislative body members, required by AB 1661. The regular meeting will begin at 7 p.m.
Treasurer’s Report. The council will consider routine receipt and filing of the quarterly treasurer’s report, for the quarter ending Dec. 31, 2020. The market value of the city’s cash and investments was $13.97 million, down from $15.12 million at the end of the prior quarter.
Safe Schools. The council will consider authorizing an agreement with Caltrans to continue with phase four of the Mariposa Avenue Safe Routes To School project. The $2.6 million project is largely grant funded, with no funding coming from the city’s general fund. The final phase includes sidewalk, curb and gutter installation, street lighting, signal upgrades and bike lanes on Mariposa Avenue nearest Madison Avenue.
Appointments. The council will consider a staff recommendation to appoint the city clerk as a director on the Public Agency Risk Sharing Authority governing board, which provides risk management services for the city. The council is also asked to appoint the city’s accounting manager to serve as an alternate.
Public Hearing. Staff recommend the City Council continue an item regarding updated user fees and a master fee schedule until the city’s April 8 council meeting. No other information is included in the agenda packet.
Hiring. The city manager is requesting the council authorize the hiring of William Zenoni to be an “interim appointed retired annuitant” to fill the vacant position of Administrative Services Director. The position was vacated after the abrupt retirement of Ronda Rivera, who served as the assistant city manager and administrative services director.
Due to Zenoni’s retired status, CalPERS requires pay to be within the salary and hourly range for the position, which is $143,000 to $189,000, or $68.68 to $90.83 per hour. A proposed resolution says Zenoni would be paid at the maximum hourly rate of $90.83, with no additional benefits or compensation. If approved by the council, he would serve through June 30, 2022, or until a permanent replacement is appointed.
