The Citrus Heights City Council will meet Thursday evening to hold a public hearing regarding housing, vote on several infrastructure-related contracts, and issue a pair of proclamations.
A summary of what’s included in the council’s 423-page agenda packet for May 27 is included below. The meeting begins at 7 p.m. and will be live-streamed via Zoom and on the city’s Youtube page.
Proclamations. The council meeting will kick off with two proclamations: one recognizing “Orbisculate Day” and the other in recognition of Cecil Dyer, a local business owner who passed away recently. For more, see: City of Citrus Heights to declare May 27 ‘Orbisculate Day’
San Juan Ave upgrades. The council will consider approving a $306,000 contract with Bennett Engineering to provide preliminary engineering services for a Complete Streets project on San Juan Avenue. The contract will be largely funded by a $2 million regional grant the city received in 2019 for the design phase of the project, which spans between Madison Avenue and Spicer Drive. The project will include sidewalks, bike lanes, pavement repair and other improvements.
Drainage Improvements. The council will consider routine acceptance of the completion of a 2020 accessibility and drainage project which included 13,541 square feet of sidewalk, over 3,000 linear feet of curb and gutters, 28 new ADA compliant curb ramps, and other upgrades. A staff report said the original contract with Sierra National Construction was for $659,169, with the final amount totaling about $60,000 higher than that due to five change orders made during the project.
Storm Drain Project. Councilmembers will consider a staff recommendation to approve a $1.5 million contract with Lund Construction Company for a storm drain project on Bonita Way, Garry Oak Drive and Twin Oaks Avenue. A staff report says Lund was the lowest responsive bidder, coming in about $4,000 cheaper than Caggiano General Engineering and over $400,000 less expensive than Garney Pacific, Inc.
Public Hearing. The council will hold a public hearing regarding draft changes to the regional housing needs section of the city’s General Plan, based on a review from the state Department of Housing and Community Development. Draft changes include use of more updated housing data showing 56% of units are owner occupied and 44% are renter-occupied, as of 2020. Other additions include mention of a goal to permit 100 total Accessory Dwelling Units between the years 2021 and 2029, along with “creating at least 349 housing units within mixed-use zones,” and increasing the number of affordable housing projects by 50%. Replacing 35 units on Sayonara Drive is also listed as a specific goal.
