An application for a new three-story apartment complex near Sunrise Mall has been submitted to the city, records show.
The proposed 1.38-acre site at 6031 Sunrise Vista Drive is currently a vacant field, part of the roughly 2% of Citrus Heights that remains undeveloped. The site sits between Sunrise Rollerland to the south, and a storage facility on the northern side.

According to a preliminary site plan submitted to the city, the developer is seeking to construct three buildings with ten units in each building. Floor plans show 918-square-foot one bedroom units and 1,027-square-foot two-bedroom units, along with a leasing office on the ground floor of one building.
The plans also show a total of 44 parking spots, half of which would be garage spots located on the first floor of the buildings. A 60-foot-tall oak tree would be preserved as part of a recreational space included in the plans.
The applicant is listed as Leonid Kotyakov, with a residential address in Rocklin. Plans were drafted by TSD Engineering of Folsom. Neither Kotyakov nor a representative from TSD Engineering were able to be reached Friday for comment.
The city’s current projects map online shows the application for the project was received on April 5, 2021. It is currently listed as “under review” by the city’s planning division. Projects typically undergo several revisions and resubmittals, prior to going before the city’s Planning Commission for a public hearing and final approval.
The development proposal comes as the city works to guide redevelopment at the nearby Sunrise Mall. A recently drafted “Specific Plan” for the mall calls for rezoning the nearly 100-acre mall site to allow mixed-use development that includes housing, hotels, office, retail, and outdoor event space.
