Citrus Heights City Council members will meet Thursday evening, June 27, to consider an amended salary table, the Sunrise Tomorrow hotel parcel map and development agreement, and request for relocation funding from a brewery. The council will also be reviewing the revenue and expenditure projections for fiscal year 24/25, a 10-year financial forecast, and a fireworks enforcement and operation plan presented by the Citrus Heights Police Department.
Amended Salary Table. The council will consider approving an amended salary table with a cost-of-living adjustment of 3.8 percent for most city employees. If approved, the amended salary table would become effective in the first full pay period in the 24/25 fiscal year beginning July 14, 2024. The City Manager would not receive the cost-of-living adjustment. The salary table was also updated to reflect the approved change in compensation for members of City Council, which was approved at an April 25 City Council meeting.
Hotel parcel map. In May 2024, the Planning Commission recommended the City Council approve the proposed subdivision of the existing 2.8-acre US Bank parcel on the corner of Sunrise Boulevard and Greenback Lane into three parcels. According to the city, the proposed subdivision would allow the US Bank to remain while allocating 1.48 acres for a future hotel development as well as a 0.38-acre parcel anticipated for retail or restaurant use.
The application also includes a development agreement regarding key infrastructure obligations and future hotel design and operation considerations in conjunction with the proposed parcel map. If approved, a design review permit will be required for any future development.
DarkHeart Brewing. In June, DarkHeart Brewing Sylvan Corners submitted a Business Attraction Incentive Request for $86,869 to relocate their existing brewery to 7110 Auburn Blvd. in Citrus Heights. The Business Attraction Incentive program utilizes ARPA funds and is designed to advance economic development by attracting new businesses and industries.
City Council allocated $1 million in American Rescue Plan Act (ARPA) funds to activate the Business Attraction Incentive program. If the request for $86,000 is approved, $913,000 in ARPA funds will remain, and after June 30, the balance will be placed back into the ARPA fund for further use when appropriate.
Financial Forecast. According to the city, the projections for fiscal year 24/25 reflect General Fund revenues of $45.6 million available to fund expenditures of $45.1 million, which reflects a projected revenue surplus total of $490,000. The proposed budget amendments for Fiscal Year 24/25 will increase General Fund revenue appropriations by $946,000 and General Fund expenditure appropriations by $1.2 million. As of May 31, 2024, General Fund revenues totaled $39 million and General Fund expenditures totaled $31.5 million, according to the city. A list of expenditures can be found in the agenda packet.
Fireworks. The Citrus Heights Police Department plans to present information on enforcement and operation of legal and illegal fireworks. The Police Department asks that, when calling to report illegal fireworks activity, residents provide the address where fireworks are coming from using the non-emergency line at 916-727-5500. In addition, if residents are aware of an address where illegal fireworks are frequently set off, residents can call the Police Department’s tip line at 916-727-5524.
Those wishing to make a public comment during the meeting can do so by attending the council meeting on June 27, 2024, at City Hall, or by submitting a written comment beforehand using the city’s website.
