In a last-minute move during the Sept 25 City Council meeting, a controversial ordinance update that would ban new recycling centers from opening in the city was pulled from the agenda.
City Manager Ash Feeney at the beginning of the meeting told council members that staff were requesting to pull the item from the agenda. A reason was not given, but Feeney said staff plan to “bring that back at a future meeting.”
The council voted 4-0 to approve the changes to the agenda. The District 1 seat remains vacant, after Bret Daniels resigned last month.
A city staff report cited blight as a primary concern revolving around the city’s recycling centers. The report said, “observations have shown the areas surrounding the centers are littered with abandoned shopping carts, have increased calls for services in the vicinity and other blight inducing activities.”
The ban was previously proposed during an Aug. 13 Planning Commission meeting, which also included the proposal of several other ordinance amendments and updates.
Currently, Citrus Heights has four recycling centers: one on Zenith Drive, two on Greenback Lane, and one on Auburn Boulevard near Greenback Lane.
