The Citrus Heights City Council will meet Thursday evening to hear an update from the Police Department on the city’s response to Independence Day celebrations, as well hold a public hearing regarding delinquent service charges and take action on several annual updates to landscape and lighting assessments.
Below is a brief summary of what’s included in the City Council’s 150-page July 8 agenda packet. The meeting is slated to begin at 7 p.m.:
Public Hearing. A routine public hearing will be held regarding a proposal to record delinquent solid waste disposal charges on the county tax rolls to enable the city to receive payment from owners who have not paid their bi-monthly bill. A staff report says there are 868 delinquent accounts, with combined past due balances and penalties totaling more than $350,000.
Landscape and Lighting Fees. Roughly 100 pages of the agenda packet are devoted to three agenda items, all related to routine actions required for annual updates to various landscape and lighting assessment districts in the city. Assessment districts are areas with special fees tacked on to property taxes for certain parcels in the city to cover specific maintenance of areas associated with those parcels. Public hearings are slated to be held at the council’s next meeting.
No changes are proposed to the fees, but a staff report indicates the city’s lighting assessment district will face a shortfall of more than $100,000 for the current fiscal year. The fees are “essentially frozen” due to Prop 218, which would require a two-thirds vote to increase the fees. The shortfall will be covered by Measure A maintenance funds.
Public Works Update. The city’s General Services department will provide the council with an update on public works projects, during a department report at the conclusion of the council meeting.
Fireworks Update. The council will also hear an update from police on the department’s response to Fourth of July celebrations.
