The Civic Minute: What’s happening at Citrus Heights City Hall?

Citrus Heights council members will meet Thursday night to hold several public hearings regarding redistricting and zoning code changes addressing fence heights, residential parking and vehicle storage. The council will also consider approving the placement of a tax measure on the ballot to provide continued funding for vehicle abatement.

The City Council’s Feb. 24 meeting is slated to begin at 7 p.m. and will be broadcast on Youtube and via Zoom. A summary of what’s included in the meeting’s 193-page agenda packet is included below:

Tax measure. The council will consider a recommendation from the city’s police chief to approve paying up to $8,500 to put a tax measure on the June 2022 ballot to renew the county’s Abandoned Vehicle Abatement tax (AVA). The AVA is a $1-2 fee paid by Sacramento County residents when registering their vehicles. The tax, which is set to expire in April, has generated $50-60,000 annually for Citrus Heights and has gone towards paying portions of two code enforcement officer salaries.

New subdivision. The council will consider final approval for a nine-lot subdivision on Auburn Boulevard, near Chivalry Way. The .7-acre vacant property is currently undergoing site work in preparation for construction of eight townhouse units. See prior story for more: More small-lot housing is coming to Citrus Heights

Hazard mitigation plan. Council members will consider approving an update to a regional multi-jurisdiction plan for mitigating hazards. The plan is required to be updated every five years in order to remain eligible for federal funding.

Public Hearing. Zoning Code Updates. The council will hold a public hearing and consider approving staff recommended changes to the zoning code, including tree replacement policy, modified residential parking requirements, and vehicle storage. A proposed change would also allow most residential fences to be constructed without design review if under eight feet in height, rather than the current six-foot height. The Planning Commission previously approved the changes in a split 5-2 vote. (See proposed changes in agenda packet)

Redistricting. A second public hearing will be held to receive more public input on plans to reconsider council district boundaries, reflecting demographic changes documented in the 2020 US Census. See prior story: Council members consider keeping current district lines for Citrus Heights
