City rejects bid after road repaving cost comes in 34% higher than expected

Plans to repave at least 17 residential streets in Citrus Heights this year are facing a setback after only one contractor submitted a bid on the project, with the cost quoted coming in more than a third higher than anticipated.

Citrus Heights City Council members voted last week to reject the only bid submitted for the 2022 Residential Street Resurfacing Project. The $2.95 million bid, submitted by Vintage Paving Company, Inc., came in far higher than the engineer’s estimate of $2.2 million, according to an April 28 staff report.

The report says city staff reached out to other contractors who had bid on city projects in the past and learned that the high bid was likely “the result of a strong bidding climate in which contractors are extremely busy and do not have availability to commit to another project should they be awarded a contract.”

Staff cited supply chain impacts and inflation as also being partially responsible for the higher price quoted, although noting the primary cause was the strong bidding climate.

The City Council voted in concurrence with a staff recommendation to reject the sole bid submitted and authorized staff to re-advertise the project at a later date.

As previously reported, streets listed in public documents for the project appear to include mostly courts: Ketch Court, Riggings Court, Sloop Court, Beta Court, Gobi Court, Ridgeview Court, Begonia Court and Shadycrest Way, Whaler Court, Wildoak Drive, Noreen Way, Verbena Court, North Colony Way, Shady Springs Way, Carriage Drive, Mel Court, Reglie Woods Court, and Wachtel Way.

Three additional alternate streets are also listed: Kersten Street, Paco Court, and Sprig Oak Court.

The project will also include construction of curb, gutter, sidewalk, curb ramps, storm drain facilities, signing, and striping.
