Civic Minute: What’s going on at Citrus Heights City Hall?

The Citrus Heights City Council is expected on Wednesday to hear a presentation from Republic Services, issue a proclamation recognizing Neighborhood Area Awareness Month, and consider the approval of a new Commercial Property Reoccupancy Program ordinance. The City Council will meet Wednesday, Jan. 28 at 6 p.m. at Citrus Heights City Hall.

Neighborhood Area Awareness Month: The Citrus Heights City Council plans to issue a proclamation declaring January 2026 as “Neighborhood Area Awareness Month.” The proclamation is intended to highlight the city’s neighborhood areas and encourage community awareness and engagement among residents.

Poster contest: As part of the meeting, the City Council is scheduled to receive a presentation by Republic Services recognizing poster contest winners.

Commercial Property Reoccupancy Program:
The City Council is expected to consider introducing, for a first reading, an ordinance adding Chapter 52 to the Citrus Heights Municipal Code to establish a Commercial Property Reoccupancy Program. Staff is also recommending adoption of a resolution approving a fee schedule associated with the program. The proposed ordinance and fees are intended to support the reoccupancy of vacant commercial properties throughout the city.

The ordinance was previously introduced in September 2025, and then revised based on feedback from businesses, property owners, city council members, and other stakeholders.

Homeless and Housing: The City Council is slated to hear and discuss a Homeless and Housing Partnership Model, along with Senate Bill 802.

California SB 802 was first introduced in the summer of 2025 by Senator Angelique Ashby, and received criticism from multiple mayors and several Sacramento County Board of Supervisors.

Last October, Citrus Heights Mayor Jayna Karpinski-Costa participated in a multi-jurisdictional round table to discuss a potential regional housing and homelessness model along with other mayors, councilmembers, and supervisors from throughout Sacramento County.

Department Report: The City Council is also expected to hear an annual communications update presented by the Economic Development & Community Engagement Department.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, Jan. 28 at City Hall, at 6 p.m., or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting.
