The Civic Minute: What’s happening at Citrus Heights City Hall?

The Citrus Heights City Council is expected on Wednesday to hear several presentations, consider updates to the city’s massage establishment ordinance and zoning code, and receive a presentation on housing types, including accessory dwelling units and cottage courts. The City Council will meet Wednesday, May 27, at 6 p.m. at Citrus Heights City Hall.

Closed Session: The Citrus Heights City Council is expected to enter a closed session to discuss labor negotiations with negotiators and representatives from the Citrus Heights Police Officers Association, Citrus Heights Police Employees Association, and unrepresented employees.

Presentations: The Citrus Heights City Council plans to hear several presentations and issue a proclamation during Wednesday’s meeting. Presentations include a report from the San Juan High School Student Council, an annual report and scholarship awards presentation by Republic Services, and an annual presentation by the Sacramento-Yolo Mosquito & Vector Control District.

Proclamations: The City Council is also expected to issue a proclamation recognizing Leatherby’s Family Creamery as the 2026 Small Business of the Year in Assembly District 7.

Consent Calendar: As part of the consent calendar, the City Council is slated to consider approval of several items related to public safety, infrastructure, and city operations. These include the renewal of the Police Department’s military equipment policy under AB 481 and authorization of additional work and contract amendments for the Auburn Boulevard Complete Streets, Phase 2 Project.

The Council will also consider appointing Mayor MariJane Lopez-Taff and Vice Mayor Porsche Middleton to the Sacramento Homeless and Housing Planning Task Force, as well as approving an agreement with River City Bank for citywide banking services.

Items in the consent calendar are voted on as a block unless a council member pulls a specific item to vote on separately.

Public Hearings: The City Council is expected to hear and consider approval of an ordinance amending Chapter 22 of the Citrus Heights Municipal Code related to massage establishments. The proposed ordinance would update regulations governing massage businesses within the city.

The agenda also includes a public hearing on proposed 2026 zoning code updates. City staff are recommending amendments to various sections of Chapter 106 of the Citrus Heights Municipal Code, with the proposed changes listed as exempt from the California Environmental Quality Act under Section 15061(b)(3).

ADUs and Cottage Courts: The City Council is slated to receive a staff presentation on housing types, including accessory dwelling units, commonly known as ADUs, and cottage courts. No formal action is requested on the item.

Those wishing to make a public comment during the meeting can do so by attending the council meeting on May 27, 2026, at City Hall, or by submitting a written comment beforehand using the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting.
