The Citrus Heights City Council will meet via Zoom Thursday evening to hold a closed-door session involving the Police Department, followed by a public hearing regarding federal funding and presentation of a new program to streamline permitting of additional housing.
The council’s special meeting will begin at 6 p.m. and will be closed to the public. The only description listed in the meeting agenda packet says: “THREAT TO PUBLIC SERVICES OR FACILITIES,” with a citation of government code that allows closed-door consultation regarding certain security threats. The agenda says consultation will involve the Citrus Heights Police Department.
The council’s regular meeting will commence at 7 p.m., with members of the public able to attend via Zoom or through a live-stream on the city’s Youtube channel.
A brief summary of what’s on the council’s 107-page agenda packet for March 25 is included below:
Presentations. The meeting will kick off with an annual report from the Sunrise MarketPlace Property & Business Improvement District, which is up for a renewal vote this year. A second presentation will be from Single Mom Strong, a local nonprofit.
Sylvan Corners property. The council will consider a staff recommendation to approve a request from Woodside Homes to extend a 90-day “due diligence” period by an additional 60 days. The extension would allow the home builder to continue its assessment of the property through June 15 and would also delay an initial deposit of $200,000 until that date as well. Public Hearing. The council will hold a public hearing prior to considering a request to approve the city’s Consolidated Annual Performance Evaluation Report, which details how Community Development Block Grant (CDBG) funds were spent in 2020. The city received a little over $1 million in CDBG funds last year, with an initial $639,115 in grant funds followed by $376,028 in additional CDBG funds tied to COVID-19 relief. General Plan. The council will consider a staff recommendation to formally accept a 2018 General Plan Annual Progress Report, showing progress on the city’s 66 development goals laid out in its General Plan. The report is required to be annually submitted to the Governor’s Office of Planning and Research, as well as the Department of Housing and Community Development. The 27-page report can be viewed in the council’s agenda packet.
Housing. The council will hear a report from the Community Development Department with an overview of the city’s new “permit-ready accessory dwelling unit program.” Accessory Dwelling Units, or ADUs, refer to secondary living units built on properties typically to house aging relatives or serve as rentals. The program is listed as an objective in the council’s latest strategic plan, along with hosting a related community workshop.
